“This is a big help to Michigan families and small business.” “With this sales tax holiday, tax savings for an average family would probably be around $54.00 per child,” said Louis Zemlick, President & Owner of Zemlick’s -a 45-year-old office and school supplies store headquartered in Kalamazoo serving all of southwest Michigan. A tax suspension would help keep costs down and help parents get their kids more of what they need.” “I’m a mom of two kid and elementary school students, and back to school costs add up when you’re raising them on one income. “I am extremely grateful to Governor Whitmer for her leadership to help our kids succeed in the classroom,” said Kristen Bruley, parent in Allen Park. Usually, teachers end up funding the extras themselves, but I would rather that than have my students not flourish! #TEACHERSAREPOWERFUL.” School districts can only provide so much money for budgeted supplies and the extras are usually put on the back burner to wait and see if there is extra money left over. “A “teacher tax holiday” would help take a little pressure off the pocketbooks of so many educators. “With the continued rising cost of just about everything needed to supply a classroom teachers like myself are having to resort to creating wishlists on Amazon and sharing them on social media like Tik Tok, Instagram, Facebook and Twitter, in the hopes that some companies will help “#CLEARTHELIST”, said Stephanie Klein, Great Start Readiness Program (GSRP) Director and lead co-teacher in the Menominee County Intermediate School District. Whitmer’s proposal for a school sales tax holiday will help educators and families keep a little extra money in our wallets, so we can afford other basic necessities.” All of these costs accumulate and can become a substantial financial burden, both for educators and parents. “On top of school supplies, many of us also buy snacks for students whose families aren’t able to send snacks from home, so the kids can have something to eat during the day outside of lunch. “I spend about $500 out-of-pocket a year on supplies for my classroom, and that’s a big challenge for me as an early-career teacher with low wages,” said Alex Bohr, a fourth-grade teacher at Gull Lake Community Schools. We should build on this progress as we get ready for the next school year by enacting the MI Back to School Plan.” Last month, I signed a bipartisan education budget-my fourth-which made the highest state per-student funding in Michigan history. I will work with anyone to lower costs, cut taxes, and help our kids thrive. ![]() Getting this done would lower costs for parents, teachers, and students right now, and ensure that they have the resources to succeed. “That’s why I’m putting forward the MI Back to School Plan, which includes a proposal to temporarily suspend the sales tax on school supplies. “As families gear up for the school year, they should be able to get what they need without spending too much money out of pocket,” said Governor Whitmer. The plan will save Michigan families money right now, help educators save on classroom expenses, and equip kids with the tools they need to succeed, including everything from paper and pencils to crayons and computers. ![]() – Today, Governor Gretchen Whitmer proposed suspending the Michigan sales tax on school supplies, part of her MI Back to School Plan to help families get ready for the upcoming school year by lowering costs and building on the historic, bipartisan education budget she signed in July. ![]() In patients with a previous history of HSV infection, starting prophylactic antiviral therapy (oral acyclovir, valacyclovir, or famciclovir) may be warranted a day before IPL treatment and continue for up to two weeks afterward. IPL has also been found to induce reactivation of the herpes simplex virus (HSV) on the face or genitals via transient hyperthermia and activate latent HSV in the trigeminal ganglion. However, it may be beneficial to avoid IPL in certain individuals, such as those with a recent sunburn and in pregnant or breastfeeding women. Intense pulsed light treatment sessions are relatively safe and tolerable. IPL was also recently introduced to ophthalmology to manage dry eye disease due to meibomian gland dysfunction. The United States Food and Drug Administration (FDA) has approved IPL for telangiectasias, photorejuvenation, facial wrinkles, hyperpigmentation, lentigines, ephelides, melasma, rosacea, acne vulgaris, poikiloderma of Civatte, port-wine stains, hemangiomas, leg veins, venous malformations, and removal of unwanted hair. ![]() This phenomenon of selective photothermolysis is the underlying basis of IPL technology. Chromophores (e.g., hemoglobin, water, melanin) in the skin absorb the photons and are subsequently heated by thermal energy, causing their destruction through thermocoagulation. ![]() Lasers and light devices produce a clinical effect when their light is absorbed by the skin, resulting in the emission of photons that carry thermal energy. Furthermore, the wavelength of light emitted from an IPL machine can be adjusted by applying filters. The advantage of broadband light is that it allows for greater versatility in treating a variety of skin types and conditions. IPL uses a flashlamp to emit polychromatic light across a broad wavelength spectrum of approximately 400–1400 nm, which makes it fundamentally different from a laser (light amplification by stimulated emission of radiation), whose light is necessarily monochromatic (of a single wavelength), collimated (with waves running in parallel), and coherent (with waves in phase). Currently, IPL is an invaluable tool in dermatology and is frequently used to address a broad range of medical and cosmetic concerns. IPL is safe and effective in treating benign pigmented and vascular disorders and hair removal and photoaging. IPL devices are unique in that they employ flashlamps and bandpass filters to produce pulsed light of varying wavelengths, durations, and fluences. These aspects promote its versatility in treating numerous dermatological diseases. Since the first FDA-approved IPL device was brought to the market in 1995, this technology has undergone significant innovation and improvement in its clinical applications and affordability. Proof-of-concept studies were conducted on rabbit ear veins, demonstrating IPL's ability to thermocoagulate vessels while minimizing purpura or epidermal damage. To trim clips in the Timeline panel, simply grab the edge of a clip and drag. A number of keyboard shortcuts will allow you to perform specific edits, so to check those out go to Premiere Pro > Keyboard Shortcuts. You can also drag clips directly from the Project panel onto the timeline, which is how I often like to work. Be cognizant of where your playhead is on the timeline, as that’s where the edit will be performed. In addition to adding In and Out points in the source monitor, you can also perform Insert, Overwrite, Overlay, and Replace edits just by simply dragging your clips directly over the Program monitor. To quickly expand and/or minimize a specific track, simply double click in the empty space of the header, just next to the track controls. Use the plus and minus keys to zoom in and out, and use backslash to quickly get a bird’s eye view of your project via the Zoom to Sequence command. You can also use the J, K and L keys to shuttle around the timeline. The key shortcuts to learn are for basic navigation. Learning a few navigation shortcuts will improve your editing experience exponentially. If you were a painter, think of the timeline as your canvas, while the project panel houses all of your paint. ![]() This is the Program monitor, and it reflects what’s on the timeline. You’ll also notice another monitor pop up. The timeline consists of video tracks on top and audio tracks on the bottom. Now you can see the new timeline pop up with the clip. If you’d rather create a sequence from scratch, go to File > New > Sequence. You’ll even see that it says “Drop media here to create a sequence.” Creating a sequence this way will automatically match the sequence settings to your clip. The fastest way to do this is to simply drag and drop your clip over the timeline area at the bottom. For this, I’ll need to create a sequence. Now that I’ve got my in and out points set I’m ready to add this clip to my final edit. To view audio, simply select the audio icon. Make further adjustments to your clip via dragging this region. Once added, you can see the selected region on the small timeline at the bottom of the panel. Use the I key to add an In point, and the O key for an Out point. The real purpose of the source monitor is to add In and Out points to your footage in preparation to add to your final edit. The source monitor has a number of playback controls, all of which are customizable via the Button Editor button at the far right. To open up a clip in this panel, simply double-click the clip within the Project panel. The Source monitor does just what it sounds like-it allows you to monitor your source material. There’s even a new item button which will allow me to create a number of assets, including new sequences, captions, color mattes, and a handful of other useful assets. I can also change how I view the assets, from lists to icons. Thankfully, a couple labels - most notably ROIR - have kept this still-exciting record in print throughout the years. It’s the quickest way to inspire new ideas and conquer writer’s block. As far as an homage to a style that's provided inspiration, Rhythm Collision couldn't have done much better. The most uncharacteristic track of the record, its handclaps, funky bassline, and Chic-like guitar flicks are capable of making the most dedicated Ruts fan forget who is playing. Most everything unwinds at a relaxed pace, save for "Push Yourself," which would fit comfortably in a DJ set between Liquid Liquid and Grandmaster Flash. Aside from sporadic vocal phrasings, it's all instrumental. Buried piano motifs, melodica bleats, random percussive effects, head-spinning production techniques, and those deep, deep, deep basslines load the bases. Unlike the other post-punk bands who were influenced by dub and mutated it into something of their own, Rhythm Collision sticks closer to the origin sound, rarely coming off like anything other than a late '70s Trojan recording act. Three years prior to this release, PiL's Metal Box, the Slits' Cut, and the Pop Group's Y were each released, all of which - among other earlier releases - were rooted in dub. The liner notes claim that no one was successful at the fusion of punk and dub until this record came out, which is a false proclamation. Dedicated to Malcolm Owen, the band's lead singer who passed away two years prior, Rhythm Collision pairs the remaining Ruts in a sound clash with the then-upstart Mad Professor. Given the Ruts' love for and incorporation of reggae into their most strident punk material, it shouldn't have come as much surprise that they would eventually jump headlong into dub. ![]() In 2007, in response to pressure from civil society, France adopted a law aimed at rendering the right to housing enforceable (Droit au Logement Opposable), known as the DALO law.įrance is the only European country to have made the right to housing directly enforceable. In 1995, the Constitutional Council defined decent housing for all as an “objective of constitutional value”. ![]() While there is no explicit article setting out a right to adequate housing in the Constitution of 1946, it does specify in the preamble that all French citizens shall have the right to receive suitable means of existence from society. A longer report will be presented to the UN Human Rights Council in early 2020.įrance has recognized the right to housing in its national legal framework. What follows are my preliminary observations on key issues, prominent during the visit. ![]() Many migrants and asylum seekers with whom I spoke explained that they fled to France in part because it is the birthplace of human rights, and yet after arrival in the country they struggle to have their fundamental rights recognized and implemented.įrance’s legislative commitment to the justiciable right to housing, the President’s recent public commitment to ending street homelessness, and France’s status as one of the richest countries in the world, are indicators that iy is well positioned to address many of the concerns raised in this statement and fulfill its human rights obligations with respect to the right to housing. The government promotes cultural integration to address diversity and yet there is evidence of spatial segregation based on ethnicity and income level. Living standards in France have drastically improved for a majority of the population and the poverty rate has stagnated at 14% however, extreme poverty is on the rise. There is a right to unconditional (regardless of administrative status) shelter, but shelters are to capacity. An impressive and widely known national hotline - “115” - has been created, where people in homelessness or dire housing conditions can call to seek immediate housing assistance, but in Paris, for example, less than a third of the calls are answered. The justiciable right to housing is guaranteed through the model DALO law, and though France has a large social housing stock it is scarce and often inaccessible for those most in need, which means many low income households must find accommodation in the private market where there is a lack of affordable and decent housing. Many contradictions in France’s housing conditions were revealed to me as the visit unfolded – on the one hand exhibiting strong international human rights compliance with the right to housing and associated rights, while on the other demonstrating a disregard for the same rights. It was, as it always is, shocking to see such misery, suffering and destitution in as wealthy a country as France. The people I met were predominantly refugees, asylum seekers, and people of Roma origin, though some were indeed impoverished French citizens, Traveller communities and permanent residents. The most difficult aspect of this mission were my visits with residents in the places where they live – on streets, and in parks, squats, hotels, informal settlements, and tents situated in the woods and under highways. All of this, combined with a Government rollback on subsidies for social housing and jurisdictional disputes between different levels of government regarding responsibility for implementing human rights obligations in the area of housing, is exerting immense pressures on the sector. Homelessness is increasing at a significant pace in some centres – Paris for example saw, according to Government estimates, an 8 percent increase between 20 – and there are too few emergency shelters and longer term housing options for this population. Housing prices and rental costs are on the rise. Access to ‘adequate housing’ as understood in international human rights law is an issue confronting many in France: There is insufficient affordable housing supply, including social housing, for those in need. Such a limited bookselling climate didn’t bode well for books by, about, and for African Americans who were considered a “niche market” without significant consumer power.īut that was changing. The Negro Yearbook, for instance, reported that there were only fifteen bookstores of “Negro proprietorship” in the entire nation in 1939 (184). This meant that “For a large portion of the country’s population, access to books for purchase remained extremely limited” (30).īookselling in Black communities mirrored this national trend. “ost booksellers were still small and independent,” Miller notes, and “with the exception of department stores, mass retailers played a relatively minor role in bookselling during the first half of the twentieth century” (30). In less than twenty years, then, the total number of businesses that sold books doubled, though remained low overall, primarily because the bookselling industry was slow to rationalize. By the late 1940s, this number had increased to 3,041 book outlets plus another 5,000 drug stores, variety chain stores, and magazine outlets (30). To wit: Laura Miller’s study, Reluctant Capitalists: Bookselling and the Culture of Consumption, tells us that in 1930, there were only 4,053 book outlets in the US, many of which were not bookstores, but drug stores, gift shops, and rental libraries (30). Actual bookstores-shops devoted entirely to the selling of books-were somewhat rare, with most book sales coming from drug stores, department stores, or other general merchandise establishments. Up until the later part of the twentieth century, most Americans did not buy books at a bookstore. That Black bookstores were so prominent in Chicago is significant, especially considering that book stores writ large were still relatively uncommon throughout the country. Bronzeville nevertheless thrived as a center of Black entrepreneurship, culture, the arts, and, it turns out, Black bookselling. Remembered mostly for its theaters, taverns, jazz clubs, and other venues of commerce, Bronzeville was a thriving Black Metropolis in the first half of the twentieth century that, in part, grew out of restrictive covenants and other racist policies that upheld white supremacist practices throughout the city.
